On January 28, it is learnt from the press conference of State Intellectual Property Office that, in 2009, as the patent application receiving office of PCT ( "Patent Cooperation Treaty"), State Intellectual Property Office received a total of 8,000 PCT patent applications, increased by 31.6% compared with 2008, and continues to maintain high growth momentum.
From the view of provinces, districts and cities, the applications were 4,418 in Guangdong, ranked the first; Beijing ranked the second with 694 pieces; and Shanghai ranked the third with 493 pieces. Jiangsu, Taiwan, Hong Kong, Zhejiang, Fujian, Shandong and Shaanxi respectively ranked 4th - 10th, and all the top ten provinces and cities' PCT applications exceeded 100 pieces. From the view of technology, the domestic PCT application technology was still concentrated in the electrical field, especially in the telecommunications and digital communications. Huawei, ZTE and Datang telecom enterprises and other domestic enterprises became the models of overcoming the adverse effects of the financial crisis and participating in international competition relying on proprietary technology development.
It is understood that, PCT system in China exists only for a short time, but develops rapidly. China became the PCT parties In 1994, and the PCT patent applications put forward in that year were only 103 pieces. In 2006, this figure was closer to 4,000, ranked the eighth in the world. Since then, the ranking upgraded one position per year, and it had risen to the fifth place in 2009.
Industry insiders expressed that, as a key indicator of measuring national technological status, PCT patent application directly marks the strength of a country's right to speak on IP. China's rapid development of PCT applications fully shows that more and more Chinese enterprises pay attention to the layout of foreign patents, and their competitiveness in the international market is enhanced continuously.
